Sorry for delay, I did forget to subscribe the discussion alerts.

I already ask this from ntkernel, I asked:

Dear Sir/Madam
Can I use WinpkFilter 3.0 binary in non-commercial open source project? The project is free and I am to include WinpkFilter 3.0 binary files in my open source project.
My project will be available to public and have MIT license.
Regards

an here is reply:

You are not allowed to include WinpkFilter files into your distribution unless you purchase a Developer license. However, you can request users to download and install WinpkFilter from ntkernel.com to be able to use your software.

So I think you can use the software if download WinpkFilter from ntkernel.com

I just want to announce you the new version of BarbaTunnel does not requires WinpkFilter. It use free open source WinDivert. WinDivert is free software released under the terms of the GNU General Public License Version 3. http://reqrypt.org/divert.html
